Having them in a place where she can monitor is better, and lets her be ready to get the hell out of reach of them as fast as she possibly can. Ochako knows well enough she'd be toast in a one-on-one with Shigaraki - both their quirks are based on touch, but his is lethal the instant his fingers make contact. Hers needs time for someone to get up high enough that she can either drop them or suffocate them when they reach about 7km above sea level.
